Steps to legalize a photovoltaic installation in 2022
All individuals must follow the necessary steps to legalize a photovoltaic installation with discharge to the grid.

All photovoltaic installations connected to the electricity grid must comply with a legalization process. This allows agencies to control who pours solar energy into the grid.
There are different types of facilities and the required documents may vary. In this article, we are going to focus on the steps to legalize a landfill facility with surplus compensation.
Documents to legalize a photovoltaic installation
- Installation system design
It is a proposal for a photovoltaic installation by the installation company. This document is only shared between those parties and, makes it possible to reach an agreement and make the project viable.
This document presents different characteristics of the installation, such as the total production generated by the plates and the savings it will entail each month.
- Technical report of the photovoltaic system
The installation company makes a memory of the photovoltaic system, in which it expresses the design of the assembly. In this document all aspects and characteristics of the self-consumption installation are precisely defined.
The report is delivered to the corresponding city council with the objective of informing in detail about the future work.
- Building license
It is one of the basic permissions to be able to install solar panels. Normally, the building license It is processed at the town hall of your municipality, since these regulations are subject to each location.
Along with the building permit, payment is made for Construction and construction tax (ICIO). Later, the Property Tax is requested and paid (IBI). However, depending on the municipality where you are located, you may be able to benefit from grants and subsidies.
- End of work certificate
Once the installation is complete, the installation company and the competent technician issue the certificate of completion of the work. This document will justify that the installation complies with all the requirements described in the building license.
The certificate is mandatory for every photovoltaic project and, once completed, it is sent to the city council.
- Surplus compensation
This procedure is one of the most important in the entire process, and the one that makes your installation profitable. With this compensation, you can Pour the surpluses generated by your solar panels to the conventional grid, and thus reduce your electricity bill.
For this compensation to be real, a contract must be drawn up with the electricity company, known as Tarifa Solar, where the price and distribution of the surplus are fixed.
Who does all the process to legalize a photovoltaic installation?
Catalonia is the only autonomous community where individuals can start the process to legalize a photovoltaic installation. But as a rule, only authorized installers or companies can legalize it.
In the case of Eltex, we take care of everything free of charge the procedure described in the previous sections. Our administration department, together with engineering, carry out the monitoring and requests of the required documents.
As part of this service, we also request IBI rebates and European grants for residential solar plants.
What happens if I don't legalize my installation?
If you hire our installation service, this option is not feasible. By law, every photovoltaic plant must be registered and legalized, whether it is a residential, business or community installation. So if you don't legalize a photovoltaic installation with discharging to the grid, you would be making it illegal.
There is only one type of installation that is exempt from being legalized, and these are plants isolated from the electrical grid. Why? Simply, because they are not taken into account within the Royal Decree that regulates this issue. As they are installations outside the network, a control is not necessary, which is why It is not mandatory to register them.
